COMMONWEALTH HEADS OF GOVERNMENT MEETING, 16-22 OCTOBER 1991: BILATERAL AND COUNTRY BRIEFING
PURPOSE
1.

This minute sets out the briefing arrangements for: hem
a.
the Prime Minister's formal, pre-arranged, bilateral meetings;
b. the Foreign Secretary's formal, pre-arranged,

bilateral meetings; and
general bilateral briefing.
I apologise for the relatively tight dealines, resulting from the recent heavy Ministerial and Prime Ministerial travel schedules.
THE PRIME MINISTER'S FORMAL BILATERALS

No 10 has asked us to set up 6 formal bilateral meetings (Annex I). The normal Private Secretary briefing letter should be prepared by the geographical department. These must be cleared with CCD and ERD, who will provide any CHOGM-specific material. CCD should see the complete draft by close of play 25 September. Submissions, with a copy to CCD through the appropriate Minister, must reach Private Office for the box on 30 September. Separate briefing may need to be commissioned for a working meal with the Australian and/or Canadian Prime Ministers.
BRIEFS FOR THE SECRETARY OF STATE'S FORMAL BILATERALS

Briefing by Geographical Departments for the Secretary of State's formal bilaterals follows the normal pattern and should be submitted to Private Office by close of play 30 September. (A submission identifying these will go up shortly.) One copy should be sent to CCD.
