A list of the subject briefs which will be submitted to the Prime Minister in advance is at Annex II. No 10 has asked on this occasion for briefs to follow the pattern which the Prime Minister found useful at the G7 Summit. example is attached at Annex IV; they should be headed as shown in the example at Annex IVA. Briefs should reach CCD no later than close of play Wednesday 25 September. They are designed to support brief interventions in debate, and should if at all possible be no more than 2 sides of A4 in length, consisting of Objectives and Arguments plus up to 2 sides of Background. Limited annexes, preferably in tabular form, are acceptable. Where more substantive background documentation is thought necessary, it should be sent separately to CCD for inclusion in the Delegation's travelling library. The briefs should not duplicate what will already be contained in the briefing letter or the Annexes to it. Tirets in Annex II are intended to provide an indication of the scope of the brief. They are not an invitation to provide separate "sub-briefs".
5. The provisional list of other subject briefs (on which I would welcome further advice from the lead Departments) is at Annex III. The format is the same, but the deadline for final receipt in CCD is close of play Monday 30 September

Briefing for CHOGM is an FCO responsibility. designated lead departments are therefore responsible for ensuring that the briefs are adequately cleared in both Wings, consulting Under Secretaries and departmental Ministers where appropriate, and with other Whitehall Departments. ERD should be included in the clearance process for all briefs on the economic side of the agenda. CCD should see all the Ministerial briefs in draft before final submission.
