Resource Development for a Post-Apartheid South Africa; its eport is before you (HGM (91) 10). You will wish to consider how che Commonwealth can contribute to this important aspect of support for South Africa's rehabilitation as a non-racial democracy.
As well you have before you the Report of the London School of Economics Independent Centre for the Study of the South African Economy and International Finance (HGM (91) 11) the establishment of which was endorsed at Kuala Lumpur on the recommendations of the CFMSA. The Report sets out the broad objectives of a proposed second phase of activity beyond 1991, which are two-fold: to provide timely, in-depth analyses of the role of international finance in the economic development of post-apartheid South Africa; and to help build research capacity inside South Africa on financial aspects of the economy. Report also outlines a proposed budget for this second phase.

In the broader context of Southern Africa, I hope that you will give sympathetic consideration to pledging the funds required to sustain both the Special Commonwealth Fund for Mozambique (1988-1993) and the Enhanced Commonwealth Programme of Technical Assistance for Namibia (1990-1995) over the full five year period for both (HGM(91)9).
(c) Human Rights
At Kuala Lumpur you requested me to convene a governmental working group of experts on human rights which would review Commonwealth co-operation in this field and make recommendations for the future. Their Report was discussed and endorsed by Senior Officials, at their meeting in Port Moresby last November, and they recommended that it be placed before you (HGM(91)12). The Report emphasises the need for more funding for this potential growth area and Senior Officials endorsed the proposal that such financing should be on the basis of additionality.

Commonwealth Sport
The Final Report of the Working Party on Strengthening Commonwealth Sport (HGM(91) 13) will be before the Meeting and you will wish to discuss its recommendations against the background of the important contribution of sports to the development of member countries and of sporting links to the cohesion and health of the association.
(e) Women & Development
At the Third Meeting of Ministers Responsible for Women's Affairs in Ottawa, Canada last October, Ministers agreed to suggest that you should issue at Harare a statement on Women and Structural Adjustment which would summarise an appropriate programme of action for the Commonwealth.

declaration' is at Annex A. In addition, the third Report on progress in the Commonwealth Plan of Action on Women and Development is before you (HGM (91)9 Annex A).
