out new priorities for the Commonwealth, you will wish to express 1 general terms your views on the activities outlined in the strategic Action Plan and willingness to provide, over time, at the least, some if not the whole of the additional resources which are required. Such an expression, I suggest, would provide a solid basis for future work by officials, both within the Secretariat in identifying resources to be redeployed to activities of higher priority and, more generally throughout the Commonwealth, in preparing the way for practical decisions on the structure and resources of Commonwealth institutions including the Secretariat by Senior Officials in Kampala in October 1992.

Given the unavoidable juxtaposition of the meeting of the Group of Ten with the full meeting of Commonwealth Heads, the order of agenda will seek to ensure that you have adequate time to absorb and discuss the Group's recommendations.

I would hope that you could receive their report by 16 October and discuss it in Executive Session on the morning of Friday 18 October, continuing through to your departure for the Retreat.

Thereafter, it is anticipated that the discussion will adjourn to the far more intimate environment of the Retreat where the possible declaration on the Commonwealth and its future role would also be finalised. If it becomes necessary, the discussions on this subject would be concluded in Executive Session on Monday morning in the light of your earlier deliberations.

COMMONWEALTH FUNCTIONAL CO-OPERATION (HGM(91)9)

It is envisaged that under this item, you will want to discuss the main activities and programmes including those listed below through which the Commonwealth pursues its agreed objectives and delivers practical benefits to its members. the past some of the programmes will be remitted for detailed examination by the Committee of the whole.

Commonwealth Fund for Technical Co-operation

As in

There is considerable pressure on the resources currently available to the Fund as it seeks to try to meet priorities indicated by governments. This pressure can be expected to increase as a result of your discussions about the future role of the Commonwealth and thus you will wish to look at how to ensure that the CFTC has the resources and capacity to continue to maintain its well-acknowledged high level of cost-effective and prompt service.
