COMMONWEALTH PARLIAMENTARY ASSOCIATION (CPA): 41ST PARLIAMENTARY SEMINAR AND VISIT, 1992

1. Each year the Commonwealth Parliamentary Association's (CPA) UK Branch organises a seminar and a visit for Parliamentarians from CPA Branches in other Commonwealth countries. The UK Branch's Seminar Sub-Committee will meet on 19 November to allocate places for 1992 from the applications received.

2. The seminar will take place from 3-15 March 1992 and will provide Commonwealth MPs with an opportunity to exchange views on Parliamentary matters. It will also give them an insight into the workings of the British Parliament. The visit, 6-22 May 1992, will include a regional tour and a series of informal discussions at Westminster. There are 25 places to be filled in each case and I attach the draft programmes for both.

3. I also attach a list of bids received from CPA overseas' branches, with details of previous attendances. The final column shows the CPA UK Branch Secretary's recommendations. If your Department would like to press for priority to be given to Parliamentarians from any particular country or dependent territory, please could you let me have brief points to make by COP Wednesday 13 November. I should like to inform the CPA Secretary of the FCO's preferences before the meeting.

Please bear in mind that the MPs on the Sub-Committee will all have their causes celèbres, so bidding for places is likely to be lively. As well as convincing reasons why certain countries should secure places, I should be grateful for an indication of which countries' bids might be sacrificed if necessary.

5. The CPA have to be even-handed in allocating places. Countries which have not figured prominently in seminars and visits in recent years are normally given precedence.

6. Not all Commonwealth countries and dependent territories are eligible for membership of the CPA. A full list of current members is attached.
