OPERATION GRANBY
CONFIDENTIAL
COVERING SECRET
BURDENSHARING
1. OPD (G) agreed on 18 January on the need for a review of where
we now stand on sharing the burden of Operation Granby, with a view to identifying those countries which should be approached for further contributions to our costs.
2.
The attached annexes prepared by FCO, MOD and Treasury officials set out in broad terms the range and scale of contributions so far agreed. The picture is a mixed one. 26 countries have deployed military contingents. In addition, a further 18 countries have supported the multi-national effort, when account is taken of host nation support, medical facilities, financial contributions, economic assistance to affected countries
such as Turkey and Jordan, and help for refugees. But the burden is distributed unevenly. And most of these contributions are not
specifically in support of the UK's own effort.
