IRAQ/KUWAIT: BURDENSHARING: JAPANESE CONTRIBUTION
Problem
1. How to pursue our claim to a share of the Japanese
$9 billion contribution?
Recommendation
2.
I recommend that:
(a) we accept Tokyo's advice that a visit by Lord Caithness
now would not achieve our objective, and could be counterproductive in focussing media attention on the
issue; and
(b) we instruct Washington to lobby the Americans at high
level in support of the Prime Minister's message to
President Bush.
