GULF: CONTRIBUTIONS FROM SINGAPORE AND TAIWAN?

Sir Philip Goodhart MP telephoned the Minister today to ask whether Singapore is making a financial contribution to the Gulf, and, if so, how that contribution has been conveyed. He also told me that "a friend of his from Taipei" was wondering how, technically, they (I presume he meant Taiwan) could make a similar contribution if they wished to do so.
