(c) Hong Kong is obviously a special case. The Governolr has been consulted, and believes that some assistance might be possible, although there are considerable local
sensitivities. But because Hong Kong is a Colony, it would
be better if the assistance were volunteered rather than
requested;
(d) Brunei has benefited considerably from the increase in
oil prices and has so far done nothing to help the
multinational effort. A request for a contribution would
certainly be warranted;
(e) Malaysia has also benefited from the increase in oil
prices. However, because of the large Muslim population there, our High Commissioner has recommended strongly
against any approach.

(a)
Australia has contributed two frigates and a support
ship to the multinational force. Its economy has suffered
somewhat from the Gulf crisis, but it might be thought appropriate to ask for a contribution. However, our High
Commissioner has advised that a request is unlikely to be
successful;
(b) New Zealand has contributed some airlift support and a medical team. Our High Commissioner believes that a further
approach for financial help would be possible, but is
doubtful about the response.
