GULF CRISIS: BURDENSHARING:

POSSIBLE FUTURE CONTRIBUTIONS

1. OPD (G) agreed on 29 January that efforts should

concentrate on the major five potential donors (Germany, Japan, Saudi Arabia, Kuwait, UAEO. Since then, there have been the following developments in relation to other

countries:

Following a request from the Belgians for an indication of the sum we were looking for from the, the Foreign

Secretary has suggested £50 million as an appropriate

amount. We have also given the Belgians some ideas for

contributions in kind;

(b) The Foreign Secretary has also spoken to his Netherlands colleague to indicate our interest in a

contribution, but without naming an amount;

(c) The Chief Secretary has spoken to the Qatari

Government.

This paper considers what further countries might be approached. As background, the following are attached:

considerably inaccurate in the case of the US and the UK,

Other EC Countries

(a) Denmark.

The Foreign Minister has publicly advocated

Danish help for the UK. Our Embassy believe a request for

finance for non-combatant purposes would be successful;
