As you know, we have in hand action to seek substantial contributions from the priority target countries identified by OPD (G): Saudi Arabia, Kuwait, UAE, Germany and Japan.
I now enclose a paper, drafted in the Foreign and Commonwealth Office and cleared factually by HM Treasury. This considers which OECD and other countries could be tackled in a further round. It also suggests some other forms of assistance which we might consider seeking.
I suggest that we draw up a list of the most promising candidates at the next meeting of the Burdensharing Group for recommendation to OPD (G).
I am copying this letter to the other members of the Group.
