The following is the text of a draft Private Secretary
Letter to No 10:
15 Quote You will have seen a telegram from the Governor of Hong

Kong (Hong Kong telno 448) about Hong Kong's decision to
contribute £15 million (HK$230 million) towards HMG's costs
18 arising from the Gulf conflict. This donation was approved on
19 8 February by the Finance Committee of the Legislative Council,

for "Logistic, medical, humanitarian and other support
facilities."

The Governor has always recognised the symbolic importance of 24 Hong Kong being seen to play its part at a time of international 25 crisis. But we always knew that it would not be easy for Hong 26 Kong to contribute to Gulf burdensharing, given the controversy 27 surrounding Hong Kong's contribution to the Falklands Fund in 28 1982 and the danger of polarising opinion in Hong Kong.
