We are repeating to you a telegram from the Governor about
Hong Kong's decision to contribute £15 million towards HMG's 14 costs in the Gulf conflict (Hong Kong telno 448). The Governor 15 has specifically asked that this contribution could be brought
16 to the attention of the Prime Minister. A copy of the telegram 17 has already gone across to Charles Powell.
