Problem
1. The Secretary of State has asked whether a Prime Ministerial message to LegCo thanking them for Hong Kong's contribution towards HMG's Gulf costs would be helpful.
Recommendation
2.
I recommend that the Prime Minister should send such a
message. I submit a draft message and a Private Secretary
letter to No 10. The Governor of Hong Kong agrees. Emergency Unit have been consulted on the text of the
message.

Background
3.
We know from Sir Charles Powell's letter of 10 February
that the Prime Minister would have been willing to send a
message of thanks to the Governor. The Secretary of State had already sent a message to the Governor on his own behalf
and on behalf of the Prime Minister.
