Burdensharing: Hong Kong
Thank you for your letter of 10 Fe bruary about Hong Kong's contribution to our costs arising from the Gulf conflict.
The Foreign Secretary has sent a message of thanks to the Governor but he and the Governor believe it would be much appreciated if the Prime Minister were to send a message to LegCo as a whole.
I enclose a draft which reflects the Governor's advice. If the Prime Minister agrees, this would be sent to Mr Allen Lee, the Senior Member of the Council.
