We have the greatest pleasure to write to you about unfair incidence happened during the Second World War in Hong Kong.
During the begining of the Japanese Pacific War, the Chineses citizens in Hong Kong had suffered the worse from the Japanese Occupation exactly between December 25, 1941 to August 30, 1945. Right after the Japanese intrusion in Hong Kong, the citizens were forced to exchange their Hong Kong Dollars to both
both the Japanese Bank-Notes and the Imperial Japanese Military Bank-Notes at a rate of HK$2 to 1 Japanese Yen. this rate of exchange last till July 23, 1942, and starting July 24, 1942, the exchange rate had increased to HK$4 to 1 Japanese Yen, and this rate last till
the end of the Pacific War on August 30, 1945.
The decree hand-down by the Commander of the Imperial Japanese Occupational Forces in Hong Kong on December 26, 1941 was:-
1. The Bank-Notes of Japan and the Imperial Japanese Military Bank-Notes issued by the Japanese Government is back by huge reserve in Japan, and can be used to purchase anything.
2. All Hong Kong currency issued by the Hong Kong Government will be stopped in circulation in the very near future, but in order to facilitate the time given to exchange from Hong Kong Bank- Notes to the Japanese Bank-Notes, all Hong Kong Bank-Notes of denomination under HK$10 are allowed to circulate until future notice.
3. During this limited circulation period for Hong Kong dollar, Military Bank-Notes are ready for exchange to Hong Kong dollars at exchange stations. And every citizen is limited to exchange a maximum of 10 Japanese Military Yen.
