VISIT TO JAPAN AND AUSTRALIA

I visited Japan for a Euro-Japanese conference; I also had half a day's talks with Yukio Satoh and made a number of calls in Tokyo. Taking advantage of being in the region I went on to Canberra for a day's planning talks and various other calls.

The media was dominated by Gorbachev but the minds of Japanese were still very much on the question of what the Gulf should mean for them. For what it is worth my impression of Gorbachev's visit was that it marked a change in the relationship. Hitherto the Japanese have pressed their case on the Northern Territories ad nauseam but hardly ever got a hearing. Now somehow the boot is on the other foot and it seems rather that the problem is for the Soviet Union to justify its continuing occupation.
