I should be grateful if you could take the lead in making the necessary planning for these talks. Ms Doherty will look after the administrative arrangements. Subject to your views, I suggest we might structure the talks as

follows:

(i) Some introductory remarks by me about our relations

with China over Hong Kong. The work of the JLG. The

airport negotiations. An outline of our policy objectives.

(ii) An account of the current issues in the JLG (by you), an account the latest round of airport talks (by either

Mr Cox or Mr Stone).

(iii) Confidence, emigration and our nationality package

(Mr Morris).

(iv) LegCo elections (Ms Saunders)

(v) I would then invite Mr Miyamoto to give an account of Japanese policy towards Hong Kong and ask for his comments on our presentation. We would then try to focus discussion

on the airport, investment and the Hong Kong economy.

5. I should be grateful for your comments and those of

other recipients on this broad game plan. We can then

discuss in a little great detail after the Bank Holiday.
