There has been a split of opinion among the four postal unions. As a result, the HK Postal Workers Union (HKPWU) and HKCCSA's Postal Workers Branch (PWB) suspended overtime work from 29.11.90 to 1.12.90, which caused minimum disruption to the postal service. On the other hand, the more militant Union of the Post Office Employees (UPOE), in retaliation of the independent actions taken by HKPWU and PWB, called off its planned sit-in and suspension of overtime work. The postal traffic has remained smooth and no staff action is expected during the Christmas season. report.

The revised arrangements for the transfer of TEITD staff to the Vocational Training Council approved by ExCo on 4.12.90 are generally acceptable to staff. Some staff associations, in particular the Technical Education Senior Officers Association and the Industrial Training Officers Association, are however of the view that the sign-up bonus should be payable on a service-link basis.
