The Staff Sides of central consultative councils were
briefed on 27.11.90 on the change to the Pay Trend Survey period endorsed by ExCo. In general, staff were concerned that this change might mean less take home pay for them and delayed payment of their revised salaries!

The Hong Kong Chinese Civil Servants' Association
(HKCCSA) did not attend the first meeting of the Pay Trend Survey Committee (PTSC) held on 17.12.90. The KCCSA argued that the
CS'
recent remarks had pre-empted the work of the PTSC. Despite HKCCSA's lobbying, however, all other members of the Staff Sides of the central consultative councils attended the PTSC meeting but would write 'to the Governor to seek clarification of CS'
remarks'.
