1. The Chief Secretary is the head of the civil service. Under his general direction, the main administrative and executive functions of government are carried out by 12 policy and two resource branches in the Government Secretariat, and 63 deapartments and agencies, all staffed
deppartments by civil servants.
The civil service employs over 188,000 people or about 7.7% of Hong Kong's work force. There are about 440 grades or job categories in administrative, professional, technical and manual fields, with some 1,200 ranks or job levels. most senior 1,150 civil servants are directorate officers. Over 98.5% of the service are local officers.

2. The Chief Secretary has delegated overall responsibility for personnel and related matters to the Secretary for the Civil Service who heads the Civil Service Branch of the
Government Secretariat. The primary responsibility of the Civil Service Branch is to ensure that the Administration is
staffed by an efficient and stable civil service. It also formulates policies on salaries, pay scales and fringe benefits and advises departments on these matters. The branch also examines requests/ from departments for new ranks and grades, and for new posts.
3. The Hong Kong civil service provides a wide range of services which in many countries are divided among various public authorities, eg public works and utilities, urban cleansing and public health, education, fire services and
the police force. Hong Kong civil servants therefore do a wide variety of jobs. Their ranks include administrators,
