have adopted a
low-profile while taking their work-to-rule action taken since 6.2.91. Impact of the action has
been minimal.
Meanwhile, five
departmental working groups, with staff participation, have been sec up in works departments and HD to examine working conditions promotion prospects of the grades, and to report their initial findings to Works Branch by end April.

Staff continued to process Old Age Allowance cases but refused
to perform 20 kinds of duties.
