Retirement on Medical Grounds
16. CR 92 requires the Secretary of State's approval for the retirement of an officer on medical grounds, if the officer was selected for appointment by the Secretary of State. HKG and we see no need to retain this provision.
Other Changes
17. In addition to the above proposals, which would require the Secretary of State's approval, Ministers will wish to know that we have agreed some other administrative changes to reduce the need for to seek approval from the FCO.

18. HKG would need to amend its civil service regulations
to take account of the proposed reduction of the Secretary
of State's role and would promulgate these amendments in
service-wide circulars. The Secretary of State's continuing overall responsibility for the service as a whole would
however be made clear to the members of the public service
affected by the new arrangements. The HKG believes that the new arrangements will be accepted by those affected.
