(iii) Annex A: is it really the case that Policy
Secretaries in the HKG equate to Directors of Bureaux in the
Basic Law? Is Bureau the right translation of the Chinese
term used in the Basic Law?
I am assured that 'Bureaux' is indeed the correct
translation of the Chinese term used in Article 48 (5) of the
Basic Law. In the present Chinese Government the bureaux
are the next step down from the top level, Ministries. By analogy with the structure of the present HKG therefore, Secretaries of Policy/Resources Branches would seem to
equate the SARG Directors of Bureaux. This was the opinion of the HKG with which our Legal Advisers at the time, recognising the difficulties posed by the unfamiliar
nomenclature, concurred.
On this basis I am content for these proposals to
proceed.
