I have examined this carefully. I had three questions:-

(i) Para 15: does this (or any other part of these
changes) alter the number of people who, as HMOCS officers, will qualify for compensation in 1997?
I am assured that the proposed changes will not alter the number of people who as members of HMOCS will qualify for compensation. Approval of membership of HMOCS is separate from the Secretary of State's role in approving Hong Kong Civil Service appointments etc.
(ii) Does Annex C(B) mean that there will be less control by HMG over who becomes a member of HMOCS (and therefore pensionable)? Should we be concerned lest our hand be forced by HKG decisions on their establishment?
I am assured that the arrangements for transfer to the permanent establishment will not mean that HMG has less control over who becomes a member of HMOCS.
There are 345
contract officers who have the option to transfer to the permanent establishment and to apply to become members of
(To qualify for HMOCS, officers must have been
HMOCS.
