Excerpts from "circular of the KPRP Secretariat on the celebration on 19th June 1991 of the 40th founding anniversary of the Cambodian People's Armed Forces"

...Despite its heavy setbacks in the military and diplomatic fields, the genocidal alliance continues to persist in its strategic manoeuvre to topple our State of Cambodia. As such, the struggle in the future between us and the enemies will remain tense, complicated, and decisive, requiring the entire party, people and army to unite closely and firmly around the party so as to strive further to bring the ultimate goal of our Cambodian revolution to success.

In this spirit, the Party Central Committee Secretariat wishes to issue guidance on organizing this year's jubilant celebration of the CPAF's 40th founding anniversary and the day of solidarity between the army and people, with the following objectives:

I. Objectives and desideratum:

(1) To give an in-depth education to all the party members and the entire people and army on the heroic model and fine tradition of the Issarak army [Cambodian resistance forces against French colonialists in the 1950s], which is the genesis of the CPAF. The CPAF continues to become actively involved in the struggle for the cause of the nation and motherland and to serve the interests of the people. The CPAF, as a force born from the revolutionary movement carried out by the people, should at all times correctly respect and implement the party's line... At all times it should consolidate the militant relations between Cambodia, Vietnam and Laos, and the close solidarity and cooperation with the USSR and other friendly countries worldwide.

(2) To expose, denounce, and stir up the hatred against the genocidal Pol Pot-Sihanouk-Son Sann alliance, which has carried on activities to destroy the national gains and intensify the war aimed at wreaking havoc upon the people in the most barbarous and cruel manner. Education should be given with a view to enhancing the close solidarity between the army and the people, like water and fish, and to linking the frontline and rear battlefields together...

(3) To educate and strengthen the spirit of the inner circle by motivating cadres, party members, combatants, and people to believe in the leadership of the party and state so that they are able to make a clear distinction between friend and foe and to uphold their mastery in assuming the task of defending the motherland, preventing at all costs the return of the genocidal Pol Pot regime...

II. Form of organization and implementation:

(1) In Phnom Penh the Kampuchean United Front for National Construction and the Defence National Council should join forces with the Defence Ministry, Information and Culture Ministry, and Phnom Penh City in organizing a meeting on 19th June 1991 and laying a wreath to pay tribute

to the souls of the fallen combatants at the war men and the Vietnamese volunteer troops monument...

(2) Get-togethers should be organized in the departments and offices at the central levels and in provinces, municipalities, wards, and districts on the significance and the spirit of the anniversary. Buddhist monks, core party members, representatives of party committees and mass organizations, armed units, elderly people, families of fallen combatants, outstanding families, and distinguished individuals should be invited to participate in the events. Attention should be paid to evaluating the sense of responsibility for carrying out the tasks of leading and building the armed forces in all fields, particularly to the political qualities, the living conditions, the establishment of the real revolutionary forces, and implementation of the policy toward the rear battlefield with the aim of drawing experiences for effective performances in the future...

(3) Party and state institutions and mass organizations at the central level should designate their delegations to pay visits, send greetings cards, and present mementoes to cadres and combatants on active duty along the Cambodian-Thai border; wounded, disabled, and sick combatants receiving treatment at hospitals; families of fallen combatants and labourers; and outstanding families... VODK opposes cease-fire call

(Excerpts) At present,

the Vietnamese aggressors and their lackeys - the traitorous puppets are carrying on their trick on so-called cease-fire until an agreement on a Cambodian solution is reached. But, the Cambodian people, inside and outside the country, and the Cambodian National Resistance forces have vehemently opposed this deceitful scheme of the Hanoi Vietnamese aggressors and their puppet-lackeys... In such a situation, can there be an agreement on the settlement of the Cambodian problem? No, it is impossible. The Vietnamese-puppet proposal for this cease-fire is a scheme aimed at binding up the CNR forces so that Vietnam and its puppets can rearrange their forces for launching an offensive against the CNR forces to realize their aggression in Cambodia as they did during the war with the USA and the Thieu-Ky regime in South Vietnam...

Vietnam still has from 50,000 to 70,000 troops in Cambodia, both hiding in the puppet army and remaining as Vietnamese units. Moreover, there are over 50,000 Vietnamese civil personnel implanted in the puppet administration at all levels - from ministries and departments in Phnom Penh down to commune and village levels. This does not include the over one million Vietnamese immigrants systematically dispatched from Vietnam to settle in Cambodia since 1979. In such a situation, how can the Cambodian people accept this cease-fire? If we accept this cease-fire, it would be tantamount to allowing Vietnam to forever invade and occupy Cambodia.
