APPROVAL FOR APPOINTMENTS/PROMOTIONS/TRANSFERS IN THE HONG KONG CIVIL SERVICE
1. You will probably have now seen the new procedure for dealing with appointments and promotions etc to the Hong Kong Civil Service. From 1 June 1991, only the most senior posts we have newly prescribed for colonial regulation 19 need to be forwarded to us for the Secretary of State's approval.
The Secretary of State's approval is therefore not required for the promotions of Mr R H Pilling and

3. Please note that appointments to HMOCs still need to be referred.
