Some staff have refused to perform 42 aspects of duties to press for the upgrading of the grade's entry qualification to degree level. BLD, in consultation with CSB, has warned staff of
management's intention to take disciplinary action against officers concerned. The staff association met the Director on 4.6.1991, and on 5.6.91 appealed to its members to withhold action immediately and restore full support to the department. Some staff have responded positively to the appeal. The
departmental management and CSB will monitor the situation.

Inspectors
Staff continue to
work-to-rule. Impact of the action is not
significant. But the Land Inspectors Union has reacted positively to the management's appeal to resume normal duties, and is expected to ask its members to withhold action before end of June.
To address staff's request the management is finalising with staff a
äraft submission to CSB on
the upgrading of the
grade's entry qualification to School Certificate level.
