Staff's reaction to Works Branch's appeal to return

to normal duties has not been enthusiastic. They continued to partially suspend their work-to-rule action for two months

w.e.f. 1.5.1991. Impact of

the action is insignificant.

After considering the five departmental working

groups' recommendations, Works Branch will further examine certain common

grade management issues. It will meet staff representatives on

24.6.1991 and persuade them

to call off the action. Meanwhile, it has written

to SCS on 13.6.91

requesting a meeting to discuss its previous proposals to Standing

Commission on improvements

to the pay and structure of its grades.

Staff continue to refuse to perform 20 aspects of duties but carry on

clearing the backlog on

The

possible overpayment of old age allowance. Impact of the action is minimal. staff association will shortly submit to the Director of Social Welfare its comments, endorsed in an AGM on 6.7.1991, on the manpower review conducted by Finance Branch.
