To ensure that appropriate arrangements are made for the staff affected.
To reduce the mixed staff situation in the VTC.
Latest Position
HA has responded to the Administration's reply. The Authority still maintains that financing of the housing loan interest subsidy scheme should be linked to salary, and that it must have direct management and control of civil servants. If details cannot be finalized in time for FC submission in July 1991, the HA target take-over date on 1 October may slip.

All necessary approvals from FC have been obtained to implement the transfer of staff to VTC. Formal offers will be issued to staff on 2.7.1991. The transfer of staff to VTC will take effect on 1.8.1991.
