Five grades of staff continue their protest actions against the recommendations of the Standing Commission's Overall Salary Structure Review. These are low-key and have caused little disruption to the service.
On the other hand, Lecturers suspended all their work-to-rule action w.e.f. 6.6.91. This was after ED obtained PSC's support for staff's request to extend cross-promotion between Lecturers
(Graduate) and Inspector (Graduate) to the basic rank of the two grades. However the Inspectors are now protesting against the management's decision.
The 1991 pay adjustment exercise has been a focus of staff's interest. Despite some noise, civil servants in general have found the double-digit increase acceptable.
The Home Financing Scheme continued to attract favourable response from staff. Up to 13.6.91, 4,736 initial applications had been received, 2% over the figure for May.
