Secretary of State for Foreign & Commonwealth Affairs
(a) appointments on and above D3 level or equivalent;
(b) disciplined Police appointments at and above the Chief
Superintendent level; and
(c) Administrative Class appointments at and above Senior
Administrative Officer level.
Departmental or General Grade Authority
(a) Appointments to offices below Directorate level or
offices excluded from the purview of the Public Service Commission (under Section 6 (2) of the Public Service Commission Ordinance, Cap. 93) and for which no other authority is prescribed, and appointments at any level arising through passage of the promotion step, except -
(1) the re-employment of pensioners over the age of
60 years; and
(ii) direct appointments and transfers of
underqualified candidates to promotion ranks.
Approval is given in consultation with the Public Service Commission when so required by the Public Service Commission Ordinance and Regulations (Cap. 93), including any appointment on overseas conditions of service.
(b) A Departmental or General Grade Authority may delegate
his authority to approve appointments to an officer not below Dl level (e.g. Assistant Director, Assistant Commissioner, Principal Executive Officer etc.) who is normally concerned with staff management and administration. He may also delegate authority to approve appointments to offices in Model Scale I ranks to an officer performing the function of a Departmental Secretary.

All other appointments. Approval is given in consultation with the Public Service Commission when so required by the Public Service Commission Ordinance and Regulations (Cap. 93).
