to approve "appointments to offices up to Secretary, Government Secretariat or equivalent level". But the Secretary for the Civil Service has authority to approve appointments "below" Secretary level. As you know the Secretary of State's approval is needed for Secretaries of Policy and Resource Branches. Is the matter suitably fudged?
7. HKG intend to issue separate proposals for the removal of references to the Secretary of State in disciplinary matters. Will it be legitimate for the CSRS on disciplinary matters to exclude all references to the Secretary of State in the same way? Or will we have to ensure that the CSRS spell out the situation more clearly, in view of the fact that the Colonial Regulations concerning discipline are reprinted in Annexes 3.1 and 3.2 of the CSRS.
8. I wonder if you know what procedures we must follow should we wish to amend the Colonial Regulations and indeed when they were last amended. My copy dates from 1977.
9. I am sorry to bombard you with all these questions but I think we need to clear up these areas before we send a substantive reply to HKG.
