Only a few Grades are continuing with protest action. Such actions have caused little disruption to service.

The Consumer Services Inspectors have scaled down their actions since 11.9.91. The Senior Non-Expatriate Officers Association and the Government Local Civil Engineer Association have written to voice objection to the appointment of a non-civil servant as the Secretary for Works. It is unlikely that these unions will take drastic action on the matter.

Staff generally consider that the rates of housing allowances should be reviewed in view of the recent upsurge in property prices. Staff Sides of the central consultative councils have also made similar requests. Meanwhile, the Home Financing Scheme continues to be popular among staff. As at 12.9.91, 5,310 initial applications had been received, representing a 1.3% increase over the figure for August.

Offer letters were issued to staff on 12.9.91 as scheduled. As at 1.10.91, 346 eligible HSD staff had opted to transfer to HA employment. Of these, 47 are from the medical grade, 42 from the supplementary medical grades, 81 from the nursing grade, 169 from the Mod I grades and seven from other departmental and general grades.
