become a party in the longer term; it might well include the
LDF.
Elsie Tu, who was prepared to act as LegCo convenor, and
who had recently helped set up a meeting of non-party LegCo
members, was not interested in creating another party.

mutual mistrust, overwork and general anxiety not the best
state in which to deal with a difficult problem like the
CFA.
Lawyers in Hong Kong wanted to press on with a LegCo
debate on the CFA while people still felt bound by their
in-house meeting vote: 28-2 against the agreement.

Before leaving, Mr Lang handed over a note on an in-house
help members workshop he had conducted, in an attempt to each agreement) on how LegCo business might be organised. It seems at
present that noone of sufficient statue is prepared to play
a prescriptive, leadership role to try and reach agreement
on all these matters in the general interest. They worry
about attracting flak from everyone else (eg the pressures
on Allen Lee which led to his resignation as Senior Member).
The new Deputy President, Mr John Swaine, who needs to be
seen to be impartial, cannot afford to jeopardise his position at this early stage.
