We have now had several meetings to discuss different proposals put forward regarding the existing committee system including the Legco In-house. On 26 October 1991 the LegCo In-House meeting decided and I quote from the minutes:-
"After thorough discussion on the subject, Members agreed to vote on whether a formal committee system for the Legislative Council with statutory authority should be set. ". A total of 33 Members were in favour and i
Member abstained.
There are however offectively 3 proposals before members:-

a select committee system ünder which this kuna of committee would
scrutinize billes (LegCo Paper
1053/90-91)
only
(b) ટ્ standing committee system which not scrutinize bills but also be responsible for ongoing policy Wiscusslene og kamping tract of the development of government. policies and monitoring policy 20/01-92 109/91-92 and
implementation 120509 226/91-92), a

(c) a standing committee for the scrutiny of bills (Legco Paper 108/91-92).
