I have had

1. Despite the strong reservations we expressed, Hong Kong propose to go ahead with their proposed amendments.
2. I consider this to be most unwise, for the reasons given
in the attached telegram. Mr Galsworthy spoke to me on the
telephone this morning, to stress that he too opposes the timing of the proposed amendments and that this view is
shared by some others in the Hong Kong Government.
