GOVERNOR'S ADDRESS TO LEGCO: 9 OCTOBER
1.
I attach the Governor's telegrams with drafts of the passages on constitutional development and relations with China, together with my telegram suggesting a couple of additional points for inclusion. The Governor has just responded (telegram also attached) agreeing to include my two points. But I am a bit concerned by the proposed wording for the passage on more directly-elected seats. By focussing on "whether to discuss further with China the precise composition of the different elected elements in 1995", he leaves the implication that we might decide to go ahead and make changes anyway without consulting the Chinese. I think it would be safer to go for a more neutral formula, as follows:
"Later, when we have built up experience of how the Council in its new form operates, we will need to give further consideration to the precise composition of the different elected elements in 1995 and to discussing this issue with China".
Apart from that, I think that the drafts are now shaping up well.
We repeated the earlier telegrams to Lord Caithness in the region; he has not sparked.
