As

1997 approaches, the need for closer

consultation and cooperation with China will increase.

From now on, the Foreign Secretary will meet with the

Chinese Foreign Minister on a regular six-monthly basis.

These meetings will give additional impetus to the work

that needs to be done before 1997. I myself look forward

to regular meetings with the Director of the Hong Kong and

Macau Affairs Office of the State Council.

These frequent,

direct contacts with senior

Chinese leaders will, I hope, enable us to deal with

important issues in a more speedy way than has sometimes

been the case in the past. I intend to ensure that this

closer and more practical relationship is reflected all the
