MEMORANDUM FOR EXECUTIVE COUNCIL
COMPULSORY RETIREMENT PROTECTION
THE PROBLEM

Pressure for the establishment of a Central Provident Fund (CPF) or some other form of compulsory retirement scheme is likely to feature prominently in the Legislative Council debate on the Motion of Thanks on 30 and 31 October 1991. The Government's position on the matter, which will form the basis of Officials' replies, needs to be determined.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that Government maintains its position in not supporting the establishment of a CPF but acknowledges the need for further examination of other forms of compulsory retirement schemes.

Members will be asked to advise whether this recommendation should be approved.
