Public Subscription Permits

Public Subscription Permits are issued at the discretion of the Director of Social Welfare.
When considering
an application for such a Permit under Section 4 (17) of the Summary Offences Ordinance (Cap. 228), the Director of Social Welfare will normally wish to be satisfied inter alia that:-

the organisation or group on behalf of which the permit is sought, and the organisation or group to benefit from the collection if different, are not unlawful;
the organisations or groups involved are either charitable or welfare institutions, trusts of a public nature, or groups/individuals which seek to collect money that will benefit the welfare of the people of Hong Kong, or exceptionally those outside Hong Kong;
the funds to be collected are to be used for a charitable or welfare purpose;
the funds to be collected will be properly accounted for;

no person will benefit improperly from the collection;
(£)
no nuisance will be caused to the general public by the collection;
and
2.
(g)
the incidence of collections, appeals, etc. is not such as to be likely to produce a reaction generally against charitable giving.
Subject to paragraph 1 above, applications which have the support of a relevant authority (such as the Secretary for Home Affairs, the Commissioner of Police, or the Director of Education, as appropriate) may normally be approved. The Permits will be issued subject to the following conditions:-

no pressure is to be brought on any person either to subscribe of collect subscriptions or in any other way;
