It is recommended that the existing restriction on the collection of political donations in public places should be relaxed to permit this to take place in certain confined public places such as stadia, the Hong Kong Coliseum, civic centres, town halls and community centres, where attendance is for a specific purpose.

Members will be asked to advise whether this recommendation should be approved.

November 1990, Members considered memorandum XCC (90) 171 which recommended, inter alia, that the existing restriction on the collection of political donations in public places should be relaxed to permit it in confined public places but not on the street. A copy of the memorandum is at

Some Members expressed concern that the proposals regarding liberalisation of the rules on the collection of political donations in public places would give political in Hong Kong a much higher public profile at a time community was politically immature. It would be
