(d) to retain the existing arrangements for payments in the

case of multiple membership;

(e) to set the special allowance for the Senior Member of the Executive Council and the Senior Member of the Legislative Council at $66,000 per month, this amount being the equivalent of the total of the salary and the maximum expenses allowance of a Legislative Council Member;

(f)

to provide the Deputy President of the Legislative Council a salary twice the salary payment to the Legislative Council Members ($72,000) and an entertainment allowance of $60,000, but not the general expenses allowance as his office will be provided by the Administration;

to continue the current practice of allowing the Municipal Councils to determine their own system of allowances for members; and

(h) to retain the existing system of honorarium for District

Board members, unchanged.

Members will be asked to advise whether this recommendation should be approved.

BACKGROUND AND ARGUMENT

The system of allowances for members of the three tiers of representative government was reviewed by this Council on 23 April this year. After consideration of memorandum XCC(91)67, the Council ADVISED and the Governor ORDERED, inter alia, that

(a) the system of providing allowances and honoraria for Members of the Legislative Council should be reviewed by those Members after the commencement of the new session in October 1991; and
