Existing legislative provisions do not adequately provide for the postponement or adjournment of an election in an emergency situation.

It is recommended that -

under section 28 of the Electoral Provisions Ordinance, the Electoral Provisions (Procedure) (Amendment) Regulations 1991, as set out at Annex A, and
under section 28 of the Legislative Council (Electoral Provisions) Ordinance, the Legislative Council (Electoral Provisions) (Procedure) (Amendment) Regulations 1991, as set out at Annex B,
should be made.
