ANNUAL REPORT TO PARLIMENT ON HONG KONG, 1990
1. Ministers agreed that we should continue to provide an
Annual Report on Hong Kong to Parliament but in a more
compressed from than hitherto. You agreed that the Minister
might wish to see a draft before his departure for Australia. Accordingly I submit the first draft of the
Report for 1990 in the revised format.
2.
The report inevitably has to give a factual survey of the main events in Hong Kong during the report period (1990 and the first three months of 1991). But the sections
dealing with matters relating to the internal administration
of Hong Kong have been substantially abbreviated.
3.
The draft still requires some further polishing and will
also need updating in order to take account of developments
between now and the end of March. The aim would be to
publish shortly after the Easter recess.
I will submit separately a short Ministerial foreword,
concentrating on the main current preoccupation of HMG relating to Hong Kong.
