ANNUAL REPORT ON HONG KONG, 1990

1. I submit the final text of this Report, which takes
account of additional suggestions and amendments from
Lord Caithness and others. The Report will be published on
the same day both in London and in Hong Kong, and will be laid before the House by means of an arranged Parliamentary Question. We are aiming at a publication date soon after
the Easter Recess, in the week beginning 15 April.
2. The Report will require a foreword, signed by the Secretary of State. I submit a draft, which cannot of course be finalised until after the Secretary of State's visit to China and Hong Kong.
