ANNUAL REPORT ON HONG KONG 1991

We spoke last week about this Report and I said I would let you have a copy of the final text as soon as possible so that you could begin processing it before the Easter break. The attached text is subject to formal approval from the Secretary of State and there may be a few amendments in the light of his forthcoming visit to China and Hong Kong due 2-9 April, but these will not affect the bulk of the text.

We aim to publish the Report simultaneously in Hong Kong and in London in the week beginning 15 April and to lay it before the House by means of an arranged Parliamentary question. Please would you let me know if you see any problem at all with this proposed timetable.
I attach a copy of last year's Report to illustrate the usual format.
