HONG KONG: ANNUAL REPORT
Baroness Gardner of Parkes asked Her Majesty's Government:
When the annual report on Hong Kong will be laid before Parliament.
Lord Keay: The report was published and laid before Parliament on 26th April. Copies will be placed in the Library of the House.
CENTRAL AMERICA: PARTNERSHIP FOR DEMOCRACY AND DEVELOPMENT
Lord Kennet asked Her Majesty's Government:
Whether in their view it is the duty or in the interest of the European Community to contribute to a fund, administered by the United States of America, to influence the politics of central America and the Caribbean, in view of the impact of United States activity in the area in recent years, much of which has been unlawful or destabilising or both.
Lord Reay: The members of the EC took part in the inaugural meeting of the "Partnership for Democracy and Development" (PDD), held in Costa Rica on 9th/10th April this year. The countries of Central America welcomed the establishment of the PDD, whose aims are to co-ordinate economic assistance and political support for the Central American region. There has been no proposal for the creation of a fund within this structure.
GRACEWELL CLINIC, BIRMINGHAM
Lord Harris of Greenwich asked Her Majesty's Government:
Whether a Minister of the Crown has visited the Gracewell Clinic, Birmingham; and if not, whether one will do so this year.
The Minister of State, Home Office (Earl Ferrers): My right honourable friend the Secretary of State for the Home Department expects to visit the Gracewell Clinic, Birmingham, in September.
PRISON OFFICERS: STATISTICS
Lord Graham of Edmonton asked Her Majesty's Government:
Whether they will publish the agreed prison officer staffing level and the actual staff in post at each prison establishment at the latest convenient date.
Earl Ferrers: Establishment target staffing figures for the officer grades are regularly reviewed by area managers in order to achieve the most efficient and effective distribution of the resources available to the Prison Service. The figures as at 31st March were:
