1. Many thanks for your faxed letter last week with advance notice of the proposed outline for this report. As you will have seen from our telno 1854, Lord Caithness has agreed that this year's report should be similar in form and content to last year's. Since the Hong Kong Government is apparently proposing to work on this assumption, and the slight changes they plan to make in the order of the items seem sensible, I do not think we need feed in anything else at this stage. But thank you for the offer.
