In exercise of the powers conferred by Clause XIV of
the Hong Kong Royal Instructions 1917 - 1990, I appoint

Justice of the Peace, provisionally and subject to Her Majesty's
pleasure, to be an Official Member of the Legislative Council of
Hong Kong from 1 February 1991 during the period when the
Honourable Graham BARNES, Commander of the Most Excellent Order
of the British Empire, Justice of the Peace, is acting as Chief
Secretary.
